REQUIREMENTS
- At least a Bachelor degree in the fields of Accounting, Finance, Economics OR a relevant qualification registered on the National qualifications Framework at NQF level 7 with a minimum of 360 credits; or B Degree in an applicable field at an acceptable Institution.
- Minimum of 5 years relevant experience at middle management level (at least reported to a section 56 manager);
- Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards for Chief Financial Officers;
- Sound knowledge of and exposure to local government operations and municipal financial management; * Solid knowledge and understanding of the relevant policies and legislation and a good understanding of Institutional governance systems and performance management; In-depth knowledge of local government legislation and the statutory requirements pertaining to the post;
- A high degree of aptitude for strategic /operational planning and management, decision making, leadership, innovation and motivation;
- Experience in compilation of budget and Annual Finance Statements * Good knowledge of supply chain management regulations and Preferential Procurement policy Framework Act, 2000;
- Excellent management and computer skills:
- Excellent facilitation and communication skills in at least two of the three official languages of the Western Cape: • South African citizenship;
- A Valid Code B driver`s license / No criminal record
The post is subject to a fixed term contract of employment as well as acceptable conduct and performance during the term. Appointment is subject to the signing of an employment contract and performance agreement. The appointment will be done in accordance with the regulations on appointment and conditions of employment for senior managers.
